Hacking Cheat Problem

I tried using the usrcheat.dat and with monster tale (U) none of the cheats work at all, is there something I'm missing or have to do?
Almost all the cheats tell you stuff like Hold L+R+Right and none of them work what so ever.

Try a cheat which doesn't require you to press the shoulder buttons aka the L and R buttons.

Umm what? I mean, try a cheat which doesn't require you to press the L or the R button.

I tried using the ones that don't require pressing the shoulder buttons.
I tried using all the codes individually (one code active at a time).
I tried using the codes together (multiple codes active at the same time).
It seems none of them work at all but all the codes are connected to button presses.

Hmm strange. I don't know whats wrong. Try highlighting the game and press y and enable cheats if they aren't already enabled.

Check number 3 to make sure you have the right ROM.

Are you saving your cheat selections? Have you recently updated the cheat database on your card?
