Since I am lazy bugger and just want to add new cheats without having to go back and copy cheats over, would it work if I copied and renamed Cheat.dat as usrcheats.dat and updated that?

the cheat.dat and _DS_MENU.dat are encrypted but you can use r4crypt to decrypt em and edit em so you can edit the decrypted cheat.dat with the cheat code editor and then reencode it to use like normal

How risky is r4crypt? I'm not 100% comfortable with it unless I know what to expect.

It's not risky at all. It's a command line app. Use it to decrypt cheat.dat, then you can use the R4 cheat code editor to modify like the usrcheat.dat.
