Now that there's homebrew for X360, I was curious if there's a gameshark like application available? Also, what page can I go to get the most up to date information on homebrew scenes, especially ones with downloads / examples / turtorials

I have seen a few early hacks that fiddle with files (apparently more than a few 360 games have important data like car speeds in files rather than the binary/xex file) and some general rom hacking work.
Nothing more along the lines of a gameshark/action replay or even a game genie/code hardpatcher exists yet and I do not really expect one for some time.

Sites, I would argue we are still in very early stages.
Most development work happens over at xboxhacker:

xbox scene and the forums there will tend to mirror what goes on there and it does have a bit of research from time to time. Alas they suffer for being one of the bigger sites but if you push through it some good info and work does occasionally come from there.

Eurasia is also a site worth an occasional visit

Xbins is of course still a valuable site. I am not sure how it will play out as things seem to now be focused on the homebrew SDK rather than the official one the original xbox used (which necessitated such a site/setup really), they have NFOs for the various homebrew apps they cover available right on the site which is very valuable to the would be hacker:
