Hacking Change .3ds save region, then inject into rail card?

Hi all, I'm trying to transfer my completed save of Hyrule Warriors Legends (Jpn .3ds and no header) into my USA retail card. I can't extract my save from the Gateway card with SaveDataFiler, because it says CTR card is broken, but I have the actual .sav on my SD card. How can I change the region of my save, and transfer it into my retail card?

Savegame example: Super Mario 3D Land (0004000000053F00) > http://3ds.essh.co/

1. Connect the SD Card to your PC
2. Copy your Savegame and save it as 000400000FF40A00.sav
3. Put SD Card back into your 3DS
4. Turn it on and execute Exploit
5. Mount your .3ds/.3dz Game
6. Start SaveDataFiler (CTR Card is no longer broken!) and highlight CTR Card
7. Press Y and then A to export the Savegame

Once it's backed up put the card in the 3ds and open gateway menu (select) then hit b and the retail card should load and allow you to import the save.

I've been looking into this as I found the thread that had that in it, except now I'm certain that I didn't just name my .sav 000400000FF40A00.sav.

So I made it through with the save export, now I cannot import my save with rxtools because it give me an error every time, the HWL game shows up as broken when I enter SaveDataFiler to import my save. Does this game have a write protection?
