There is little to no evidence to back that claim up. I have used one with no ill on my 3DS for a while now.

Apparently the problem was with the 3.5 Launcher.dat. I have no idea whether or not the brick was actually caused by the DSTwo+, but this wouldn't be the first time Gateway bricked clone cards.
