Hacking CFG Loader won't run unless I unplug my Hard Drive

If I boot my Wii U into vWii mode and immediately try to run CFG loader it doesn't work. It just stays on the initial loading screen. If I unplug and re-plug my partitioned hard drive it works. Any ideas on why?

Had the same issue with a pen drive use a Y cable or a hdd with power plug
