How do you put mp3, etc.. files from your computer on to your cell phone.
Is there some program needed to convert them?
    OR is this even possible?

Well it depends, what kind of phone do you have exactly.
Since it can be done, for most phones at least.

If you have a verizon phone, you can send MP3's of about 30 seconds or less to your phone via email and then save it as a ringtone. That's how I did mine but sometimes the quality really sucked, worked better on my old phone.

send the email to xxxxxxxxxxx@vzwpix.com where xxxxxxxxxxx is your phone number. Ex: 18001234567.

Edit: nvm, idk if they have verizon in Canada....

It's possible with my Sony Ericsson via the USB cable that came with it. The easiest way however is to get someone who knows what they're doing to do it on their own phone then send it to you via Bluetooth. Assuming of course that your phone has Bluetooth and the ability to play .mp3 files.

which MAY mean that files over 300kb may not show up as ringtones when you try to change ringtones settings

Any symbian or big bunch of S40 software nokians:
Take either the memory card, plug it in PC, drop MP3 in right sounds folder - You have it in "media" use it as whatever you want it to be used as.

Sony ericson's have similar way as I know, not hard.

iPohone is apple shitlocked and jailbreak or paying humongous amounts of money is needed.
