Banned certs are available... if you can find xci, you can easily find a banned cert

Banned certs from cartridges dont apply. Unless cartridge dumps leave residual system key info (doubt)

EDITj fixed by running easy_install pyopenssl.

Use pip next time, easy_install is outdated.

downlaods nca just fine, but decryption fails every time no matter what with an error with hactool

It doesn't. I've tried two different games straight from the CDN and both fail installing through DevMenu

Absolutely. Everything done on my end was correct to the instructions given in the OP

This is done so banned users can still download their eShop purchases. If they find that it is still being misused, they may revoke all CDN downloading privileges.

Does it need to be your system cert or can it be universal? I'm wondering if generic eshop rips will surface like cia files did

Only console certificates. And since most if not all console certificates can still download from the CDN, banned or otherwise, they could do the dirty work of downloading all the .NSPs and dumping them once there is a tool to dump thenm

This is basically another CDN downloader, similar to all the ones we have before except now it can pack them into .NSPs to be used via SX OS.

I tested it with a different game, One More Dungeon. It installs and works. Good job. (should mention once again, this is straight from CDN and I've never owned it.) Software updates work too, as expected.
