Can't tell the difference between "inspired" or a blatant

So I'm relaxing, browsing around the internets, and I'm seeing things like "inspired by such and such" which pretty much looks like a blatant copy to me with some modifications that I can't even tell.

there were more I've seen around but I can't be assed to look around for them.

Honestly, what makes a copy different from inspirations? lol. I thought inspirations were something completely original and new... and making something better is enhancement.

The headband itself isn't copied. Sure, Vaporeon was the artwork and design source, but it's not really copying unless someone else also made a Vaporeon headband.
