It seems that without the locale, the USA version wouldn't start. Also I tried to set the region USA and language JP and... I could play it but the language is still English. Guess I just have to find the Japanese cia.

Doubt it will be that hard to find really, just looked it up on the repositories I use and it's there, so just google it a bit:P
