Hacking Can't launch Homebrew Launcher via Rosalina

I'm a new member to I had to replace the "." in my links with "_"

Since I have a R4i 3DS Gold RTS Plus, I am following this guide for my hacking process: r4ids_cn/r4ids-e.htm

I've made it to "Finalizing Setup" 13, which reads:
13.Press (B) to exit the Rosalina menu,press (Home),then close Download Play,Launch the Download Play application, your device should load the Homebrew Launcher

I can "Switch the hb. title to the current app." but when I relaunch the Download Play app, it just hangs on the Download Play loading animation.

So I tried the Finalizing setup section of this guide: 3ds_hacks_guide/finalizing-setup

And I ran into the same issue of not being able to load Homebrew Launcher.

I am not sure if it is related, but after finishing the "nstructions：" section of the first guide, I have 4 black boxes on my home screen, and one of them has a logo on the top screen which says "banner".

Does anyone know what might be going on here, or how to troubleshoot it?

Also, I am on "Sys 7.1.0-16U" if that makes a difference.

Hold select when booting up your console. Which Luma3DS version are you using?
If you followed the Guide correctly, you should have the latest version (v9.1).

Hmm...
Run a system update and try to "Switch the hb. title to the current app." again.
System updates with what you have (Luma3DS and Boot9Strap) are safe, before you ask.

Section II - Updating the System

1. Update your device by going to System Settings, then “Other Settings”, then going all the way to the right and using “System Update”
   
   • Updates while using B9S + Luma (what you have) are safe
   • If this gives you an error, set your DNS settings to “auto”
   • If this still gives you an error, follow CTRTransfer, then try updating again

I understand now, thank you. I though that step was only in relation to the two notifications directly above it in red and blue, regarding if you had already modified your console in some way.
