so when i turn on my 3ds after a month of not playing it the blue light turns on then off and i have looked everywhere for similar problems and im empty handed i cant boot in to luma configure, gm9 or anything and deleted all my contents off of my sd card and trying to reinstall also did not fix it

You didn't look much. You are myssing boot.firm from you SD or your SD is not working. Try latest luma.
