I don't know much about the region-changing process, but are you sure you followed correctly every step?

fuck i hate this place but its helpfull sometimes so ill help yall out.
Download Config.cia and use it to set Eula Setting to the max of ff.ff which makes your 3DS think you have already accepted every EULA.
the config.cia is balls hard to find so i uploaded it for ya, pre sure i can post it here since its not copyrighted or anything
