Hacking Can you play online games in the US with European 2DS XL with CFW?

My friend has a European 2DS XL with Luma (he lives in the States) and he is getting a connection error every time he tries to go online with Mario Kart. On Smash Bros it just keeps looping when trying to accept the Nintendo Terms of Service.

Is this supposed to happen? Or does something seem wrong?

You should be able to. And if you cant, you can always change the region (and lose eshop, but who cares).
