The question is just like the title. Can I use haxchi and HB loader?

Not needed if he installs haxchi as haxchi makes the wiiu region free.

Most modern WiiU CFWs have built-in region free, and so does the CFW (singular) built into Haxchi and CBHC

If you use the homebrew launcher, you can use mocha cfw for become region free
