There are steps in every A9LH setup process I'm aware of that require internet access without exception.

Edit: Imagine OP is on 2.1 without internet access for a second.

Get the wifi board. Open your 2ds. Find the old board remove the old board & attach the new one you're done. You can check here how to open 2ds.

Okay. Here's how you do it:

1. Get cubic ninja
2. Follow part 2.
3. Follow preperatory works.
4. Scan the Cubic Ninja OTP QR Code (How would you get OTP on 1.0 if there isn't any QR Code OTP )
5. Now cart update to 4.0
6. Open SafeA9LH by HBL
7. follow the rest.

hmmm, seems there is only otherapp payloads for 9.x+.....so you would need a game that has the 9.x update on to proceed too....or cubic ninja that does have 8.x QR codes iirc
