Three things come to mind for me :

- A pure 9.2 CFW (Very unlikely, needs to discover a new exploit/method, or the encryption method gets released/cracked, which I think never happened even in the PS1/Dreamcast/N64 era)
- Modify the ROMS to make it compatible with older firmware
- Make a frankenstein CFW that runs on 4.5 but is modified to support higher firmware games. (Kinda like the PS3 CFW's right now)

generated? well it is done on nintendo's server.

So then how do you install a CIA without one? I don't connect to Nintendo's servers at all when installing CIAs... Literally: Obtain CIA -> Boot into CFW -> Install CIA -> Play!

But apparently I need some magical ticket that will only allow me to play on emunand, and this ticket is obtained from Nintendo.

Answer this for me: What happens if I set up two emunands with CFW, both Linked, and both are still linked with sysnand. I then install a CIA to one emunand and copy+paste the SD card files over to the other SD (with emunand 2). In my current setup (emunand no cfw + emunand cfw + sysnand), the same application will show up on all three, albeit unplayable on anything but the cfw. But if I put it on the 2nd CFW, surely I should be able to play it?

If that's the case, then the only thing stopping it from running on the sysnand would be the lack of patching due to being improperly signed (downloading eShop things on emunand and running on sysnand works fine). But if it's a 'legit/clean' CIA, wouldn't it run fine? By clean/legit, I mean ripped from a modded console without an NNID that had the game pre-bundled (no nintendo server involved).

that is because the ticket is already made, it is in the cia :) (if you want a signed, good, ticket, nintendo has to make it. if not, and you edit it or make it yourself, it will not be signed correctly and will not be legit) :)
you do not need a magical ticket lol, if you want to play on emunand, you need to install the cia on emunand.
if you want to play on sysnand, you need to install the cia on sysnand.
if you want to play a cia that you did not buy, that has been repacked etc etc, then you will need hacks to run it, regardless on sysnand or emunand.
if you want to play the game on both sysnand and emunand, install it on both.

if you make another emunand on another sd card, if you did not install a game on that specific emunand, it will not run - because no ticket.

when you dump a preinstalled game's ticket, you can have an nnid attached to the console :) the ticket will still be there. mine was, someone else's was too.

But there are CIAs that are 'legit' and can run without those patches. So you could install on emunand, boot into sysnand and then run.

that won't work (i explain it above) -- (because you need the ticket in the nand you want to play in)

This only works for games that come preinstalled on a bought 3DS.
Bought 3DS consoles with a preinstalled game, then ripped to CIA with Funkycia(2) do work fine once installed in gateway emunand on classic emunand and you can even transffer them afterwards to a legit sysnand on another 3DS, i know of 4 such ripped games in cia format that do work fine.

- Mario Kart 7 (EU)
- Monster Hunter 3 - Ultimate (EU)
- Super Mario 3D Land (EU)
- Fire Emblem - Awakening (EU)

everyone seems to ignore the tomodachi collection/tomodachi life jp legit cia i made :(
:) (not surprised)

I have read about it, but i ignored it cause i don't use/play Japanese games, cause i can't read Japanese, cause i'm Korean born in Seoul but grown up in Belgium my whole life :D

But there are more games that came pre-installed, just need to correct guys that have such system and have the time/willing to dump them as cia.
thinking of Animal Crossing New Leaf, and i think Pokemon X and Y (maybe i forgot a few, to lazy to search around the web)

Well, the idea that you can transfer CIA files installed in emuNAND to sysNAND is certainly news to me..... :P

Anyway since it is RSA, yeah, that would be impossible....

i just realized it was made with my old broken funkycia so i will update it lol, since it won't be 'legit', ha

Just notice the firmware required for tomodachi collection is 4.5J. So if I install the cia it will prompt me to update from 4.4J top 4.5J right? Since the game itself will contain the 4.5J update. Is it safe to update using legit cia? My 3DSLL is downgraded to 4.4J using gw files. Just wanted to double check and make sure it is safe...

This is what I was referring to. Does this not work by having a linked Sys/Emunand, install on CFW, and then run on sysnand? Seems like it should, if system transfer works fine.

Edit: Also, Why are pre-installed games different? What sets them apart? Is there a possibility to get all games installing like this?

the game will only run on the nand you install it on because that is the nand the ticket gets installed on.
preinstalled games are not tied to your console/eshop, they work on every 3ds without hacks :)

Even if are linked, every NAND has a respective ticket.db. So you can't install something in emuNAND and boot in sysNAND. The program will still appear in home menu, but in the moment of checking, you will not be able to boot it.

It's easier with a Gateway. I dumped my USA preinstalled game, and I launch GW mode in sysNAND (without emunand partition) in another console. After, I launch Title Manager with Multi-rom menu and I install it like every CIA.
