    just now i read a thread and reported it as being in the wrong section, but then i read it fully and it wasn't, so would i just send another report saying that that was incorrect or can i retract it? or is a mod just going to look over it anyway and there's nothing i can do?

    They'll look over your report and likely just ignore it after checking out the post.

    Basically it's as Nathan Drake said, if we find no action is needed, it'll be ignored (sometimes after a brief discussion)

    you are free to resubmit a report stating your change of opinion if you wish, if there's more than one report on the same thread they're usually checked at the same time.
