I haven't kept up with the vita scene. Has a mod been found that can allow vita to play downloaded vita games?

Sad to see no progress, the PSP was hacked so much quicker. I buy most of my games now, reason I would like to see it are mods to games such as undubs, translation mods, and de-censors.

Even if there was a way to run them it might have been somewhat complicated to play them like how rejuvinate is for emulators.

Yea I doubt we'll see any serious vita hacks for a long time. The most progress we have public is PSM hack which can only be ran while connected to pc. And that's only for homebrew.

I would love to see more progress on it though. I haven't touched my vita in months

The problem with the Vita is that Sony have tightened the security on it so much recently, that there's little-to-no hope of finding a native/kernel/usermode exploit for the recent firmwares. So the only way, really, is to look to the older firmwares, and to buy a lower FW Vita.

Or if you have an Android phone you can make a hotspot, connect the Vita to it and push homebrew ELF/VELF files across using AndroidDefiler. App can be a bit crashy on the phone though, gotta do the steps in a certain order. This way you can use PSM Unity on the move without needing Windows or anything, just phone and Vita.

I'm a little different, I picked up a couple of low firmware original phat Vitas (one came with 1.06 which I manually upgraded to 3.18, one with 3.18 already) specifically for all the mods - TN-V for ePSP, TN-X for PS1 and Rejuvenate for the native SNES/Genesis emulators. And it's getting far more use than my slim Vita on 3.55 for Remote Play/PS Now/PSN Vita games. Amazing how cheap you can pick Vitas up if you know where to look (I haven't paid more than £60 for any single one).
