Hardware Can Streetpass download Updates for System?

So I using Homepass for my 3DS. Just a quick question, can it download the Systemupdate or not?

PS: I still have a list here, from my WII U to Block Updates, can I also use this for 3DS? And is streetpass working with blocked NIntendo Servers?

For my 3DS i have this in my modem/router:

I have a Raspberry PI as streetpas relay and it works perfect, no updates with WiFi on and no updates when in sleepmode connecting to the streetpas relay (There mixed NZ@McD1 / attwifi SSIDs and almost 180 different macs)
I have the Nintendo Zone icon on my 3DS systems, but like i can't access the eshop i can't access the demo's on Nintendo Zone or download them, so i know for now i'm safe (I tested everything out on another 3DS system that i could update if the blocking didn't help) cause my 3DS hasn't got any update nags (9.2FW) and 3DS XL (9.4FW) had 1 update nag by accident (my own fault), but that's removed by a trick posted here on gbatemp, i don't have any update nags again on it

If everything is like in the screenshot, my WiFi is always on and when not playing there in sleep mode to get streetpass hits, I do not get any update nags on my 2 - 3ds systems on lower then 9.5 FW.
(Belgioum only has like 12 Nintendo zones in the country and 1 in my province, miles away from me, except for my neighbour's son, there's no one i know with another 3ds, i take it with me to work, i drive 3000 km's a month come into different towns, i'm lucky if i have 1 hit in a month (my neighbour not counted)

If your near a street pass kios with the latest firmwares. Otherwise being at home, it should be unlikely if you got those blocked on your router.

Since if I block all from my list, even Online Play not working.
