search on google "mobiclip encoder", there should be a tapatalk link among the first results, click on it and download the mobiclip encoder and the license file, then read the pdf that comes with the encoder to learn how to use the program and install the license file, also you should get the moflex player from the iso site.

try the one posted in the iso site, if that one doesn't work then I'm afraid you will have to sign up on the nintendo developer's program and get it from there.

do you mean the link has expired or when you're trying to install the lic. file it says the license has expired?
