Can someone help me convert these two files into working .cia files

Hey guys so long story short I don't have a PC or computer of any kind nor do I have wifi I only have a phone and a 3ds and I need help converting these two .3dsx files in (WORKING) .cia files I will give you the files but before u send the .cia's back can u test them and make sure they work thx guys.

Did u test it were u able to install them and they showed up on the home screen?

Yo I can't install them it won't let me there is no install button showing up in FBI or godmode9 ???
