I noticed the sky3ds+ features in the seller 3dssky.com

is it really?

Why the heck are there threads like this? Go into the general Thread about the new card and then don't receive an answer there because no one besides a handful of reviewers actually has the card yet as it is not officially released yet.

But hypothetically, if it bypasses ap then yes of course it runs the game.
