Hacking Can O3DS 11.03 be able to downgrade using Sky3DS+?

I was wondering, is it possible to downgrade O3DS 11.0.0-33 using Sky3DS+? I did have my backup for NAND.bin.

Not at the moment, no. You need a hardmod. Btw, it's 11.0, not 11.03.
