I've got a 10.6E EmuNAND with Cakes CFW and NTR 3.3. Would I be able to install a .cia of Bravely Deafult (U)? I've heard that NTR is region free but I'm not sure if there are any other steps that I need to do beforehand, or if it is as simple as installing with DevMenu while on NTR.

Using regionfree games, you don't even need NTR to launch. That's the main point of the term, so you can install them directly on your menu and not worry about the region!
And while running out of region games, yeah. You can install the game, but it won't show up until after you run NTR. You might have to utilize a language emulation plugin for certain games.
