Is it possible to add mods to the Wii U game breath of the wild and play it on the Wii U hardware without cemu? I'd like to use the FPS mod to fix the stupid slowdowns you get at random points in the game. Any help would as always be appreciated.

Yes, you can add mods - either temporarily using SDCafiine (though the mods may get unloaded by blood moons) or by replacing files with FTPiiU Everywhere. If you want to combine several mods, I would highly recommend running them through BCML first to prevent conflicts.

However, only mods that alter game files will work - CEMU-specific mods such as shaders won't. I'm pretty sure your target of improved framerate will be in this category too : (.
