Homebrew Can I write amiibo's to blank NFC chips with a 3DS?

I remember some time ago I saw someone saying that a hb application existed, one that could do that.

You can use any smartphone w/ an NFC reader to make amiibos which is pretty much any phone nowdays. Using NTAG215's (<must be the 215's, get 'em from amazon for about .25 cents each). The phone app is called TagMo and the main site to get the lil .bin files is... well lemme know if it's okay to put a website link here and I will (you can make disney, skylanders, legos etc.. too any of those nfc/portal toys)

The thing is, i don't own a phone that has a NFC reader/writer.
