Use the rxtools menu to inject FBI, then boot into emunand and install BigBlueMenu through FBI (open FBI by opening the Health & Safety app, it's injected into it)

Did you downgrade any title (such as the DS whitelist to use blocked flashcards)? That's probably the reason.

You use the Decrypt9 app to inject it into your Health and Safety app. Lookie

I do not doubt this is the reason why 10.4 is not out yet. It was probably ready to push out when stuff like 10.3 EmuNAND for n3ds happened and delayed it so Nintendo could add some extra stability to the update.

N3DS: Don't update the emuNAND OR the sysNAND. You can update the emuNAND using sysUpdater to 9.5 if you absolutely must, however you should probably just wait, because:
