Can I run out-of-region CIA's on any non-GW emunand?
I wanna buy an american O3ds with 9.2> and install some CFW. note that I don't own GW card, but I can borrow it if needed.
can I do it to play with my friends EU games? 'cause in my cauntry most of the games are EU region.

You can, but you need to use free multi patcher.

I believe rxTools has partial region free built in (CIA games only), unless they have removed that.

I think that only works on o3ds, if I remember correctly.

CIA games only, because updates on real carts aren't blocked, and out of region update = game won't launch.
You can check for yourself, CIAs won't even show up if they are out of region without region free. Even if it was removed you can still use Free Multi Patcher to enable region free.
