There are no HK region N3DSes.
If you buy a New3DS in HK, it must be JP or US region.

Nintendo only produces HK region O3DS & O3DSXL.
So any N3DS model you can find in HK should be JP or US region.

BTW, HK resellers don't sell EU region Nintendo consoles.
But I don't know why.

For professional players who know Hong Kong much more than 1st tourists:
- Oriental 188 Shopping Centre (灣仔)東方188商場 (on Wan Chai Road, Wan Chai, Hong Kong Island)
- Golden Computer Arcade (深水埗)黃金電腦商場 (on Shum Shui Po Metro Station D2 exit, Shum Shui Po, Kowloon)
- Sino Centre (旺角)信和中心 (on Nathan Road, Mongkok, Kowloon)

If you are a first tourist, then Toy's R us may be better, even their price is expensive.

Last question. So it seems I wont be able to buy one from hongkong since we're going to macau early. Does the toys r us in macau tower also sell n3ds?

I have not been to Macau for over 10 years.
But if Toy's R us HK sells them, so does Toy's R us MO.
