3.60 henkaku USA console. Looking at Valkyrie but it's EU only because the USA requires 3.61. Can I download the eu version and install and play.

It will work. If we can play the Japanese version of Stien's gate 0, then we sure can play that.

Edit: As long as the game is 3.60, it can be installed.

Yup, no region lock as far as I know.
Played the japanese version of Gal Gun on my US Vita TV when I still had it.
