Hacking can i make custom DLC or game content for cia installed game?

i want to mod some files in smash bros but my game is installed to my enunand. can i make a modded CIA to install modded music files?

this was spoken about once before but not revisited.

in short i would like to replace or add music files to smash bros 3ds via a custom cia installer. can i do this?

Yeah people can create romhacks from a long time now, there is things like Pokemon Neo X, Neo Y, Ruby Rutile, etc...

I don't see why can't you replay a few songs from the existent ones.
