i have a broke 3ds us and jp work, i changed region of emuNAND with an internet secureinfo a file, and i want to make a secureinfo a file from a broke 3ds

Probably not. Although both secure info and serial number are console-specific, there's no relation between them. The secure info won't be "secure" at all if anyone can generate the file based on serial.
