It does now. Early bans didn't block access to eShop/CDN, but they have for a while. And even if you don't care about online play there's no point in wasting your cert just to download some updates once and then the next time you want to download updates you can't. The cert could be useful to someone else (some even take donations for certs like hbgshop), and a non banned Switch is worth more than a banned one used.
