Hacking Can i install cias of another region on eur 3ds (emunand)?

I dumped with gateway a usa cart and converted it to cia and can i install it on my eur emunand?

If the CIA is region free ofc.
If you use simple CIA converter all of them will be.

I believe that some firmwares are capable of playing out-of-region games, though I'm not positive. RxTools and ReiNand come to mind.
If this is the case, no need for a region-free CIA. However, it's best just to get a region-free if you can

I use rxtools can i install it without any risks

The biggest risk is that it won't work and you'll have to delete it haha

Edit: If it doesn't work, you can still launch it via Hans and it'll work
