Yes and No.
VC Games WAD files - maybe not all working - some needs Video (240p) patched/Region changed - otherwise Black Screen.
System Menu WAD Files - PLEASE NO !!! Can brick your Wii.You need to make a Region Change to use them.
Menu / Theme WAD Files - Your own Risk - Maybe all works,maybe Black Screen.
"Other" WAD Files - Your own Risk - Maybe all works,maybe Black Screen.

I use wwPacker+Custom Nand-Loader MOD 1.1 for NTSC VC titles on my PAL Wii.

Works every time. Was a while ago I used it, but I'm fairly sure it makes the wads region free, so I would imagine it works the other way around. There's also FreeTheWads you might want to try. It's more or less useless for PAL consoles, but might work better with NTSC consoles.

i just use the program freethewads to make ntsc wad region free, it works on all n64 ones atleast.
