So, I have a non-CFW o3DS on 11.1 and a Luma3DS New 3DS XL on 11.2.

I heard every DSiWarehax games were pulled, so is there actually a way to install arm9loaderhax using the hacked New 3DS XL that I have?

You can't hack old 3ds with new 3ds. you need to hardmod the old3ds

Aah, I see. Was not aware, then, OP, your only current solution is hardmod

Even if the games hadn't been pulled, your non-cfw 3ds is an o3DS and your cfw 3ds is a n3DS, you can't system transfer from a n3DS to an o3DS therefore you cannot do a dsi-ware downgrade.

To hack an old 3ds you need another old 3ds. N3ds will not work as you cannot system transfer from a new 3ds to an old 3ds.
