Hacking Can i have 2 NNID on one 3ds?

I have sysnand and emunand unlinked...
I have two NNID...

I have set up NNID first on emunand...
Then ives set up NNID on sysnand...
sysnand NNID is working...

after that, i rebooted to emunand and go to NNID in setting menu asked me to sign in
but it shows error code 022-2634

i use this tutorial "How to Bypass NNID Bans"
i injected empty NNIDsave.bin to emunand...
re-sign in to NNID of emunand and it works again...

but when i try to enter NNID of sysnand...
the error code 022-2634 shows again, this time on sysnand...

i think that error appears when ever one of the NNID is already logged in on one NAND?
so just want to ask if it is possible to have different NNID logged in on both emu/sysnand
without the error code 022-2634...
