I got a JP version new 3ds xl so is it possible to flash US version firmware to it? Assuming cfw can be installed on my new 3ds

There is a section on 3ds.guide dedicated to changing your 3DS Region. It should be at the last page of the guide.

But you don't need that since you can play every region locked game with CFW

Yes, you can region change the console.
But note that you can"t use and make the eShop works in a New 3DS model without patches.

Explain why you need to change your region. Many features of changing regions have already been implemented into luma, such as fixing crashes in out of region games.

Can't you change the menu to English in system settings? After that you can use luma's to force games with English options to English. If they don't have English, use freeshop to download the USA versions.

The Home Menu is Japanese, that's why.
Also like in SSB4 JP version on US 3DS changes it to English. It could be that the games will be Japanese because Japanese 3DS, even on USA games.

There is no languages choices in JP version. Only Japanese is available

Go to system settings. Click the orange option which is "other settings, scroll over all the way, and click the top option. That changes language.
there is only Japanese language on a japanese console.
in fact, there is no option where you can change the language at all.
