ROM Hack Can English to Japanese patch/hack lead to ban?

Hello. Someone wants me to install an English to Japanese voice patch for Fire Emblem Fates on their cfw 3DS.

I always read that ROM hacks, cheats, or anything that changes the game can lead to a 3DS ban. Is there any truth in this?

Absolutely no truth in that. Patches are 100% safe unless they are ones that let you get stuff you should be able to (eg: wild legendaries in random areas on Pokemon). If it's just text or audio, patches are completely undetectable and even others like Pokemon ROMhacks are still safe unless you use something illegal in online multiplayer (and even then it's not always a ban).

Only things you should care about when it comes to bans is outright cheating in competitive games (eg: MK7) where you risk a game-specific ban and playing leaked games prior to official release online which can get you a LFCS ban (recoverable though so don't worry). Unless you cheat online a LOT or play leaked games, never bother wondering, it's safe.

what about in the case of yo-kai watch 3 which is only released in europe and i have a usa region 3ds console with cfw.
i can still play that game even though it hasnt been released in the usa yet, right?

Is it a leaked game? No, so there you go. Official releases are safe, it's LEAKED ones (eg: USUM coming out a 3 days before official release) that is bannable. You can play other region games just fine, regardless of region (with VERY rare exceptions which still aren't gonna cause bans). If a game is out in US but not EU and you play on a EU system, it's safe. If a game is EU but before EU release date, that is a leak and is bannable.
