ROM Hack Can anyone help me hacking Pokémon HeartGold?

Hi, I want to create a personalized version of Pokémon HeartGold Edition (German). There are only a view Changes I would like to have:

- Getting the Kanto-Starters first
- Rival is fighting with a Kanto-Starter
- Getting Jotho-Starters from Prof. Oak (After 16th Badge)
- Male Pichu coming out of the Togepi-Egg
- Vulpix being available instead of Growlithe
- Cherrygrove City: Rock Climb area is available by stairs
- Violet City: In-game-traded Onix has no nickname

If you know, how to do that, I’d love to learn from you. Otherwise I'd offer to pay for a patch like that. It would be awesome, if you could help me or if you know someone who does.

I think you could probably do 1,2,4 and 5 through cheats if you use desmume, or you could get a randomizer and it’d make it super easy. The rest I have no idea, sorry
