That's terrible, just terrible. If people want to give themselves skin cancer they should be allowed to do so. However if one should get skin cancer from said tanning bed their medical insurance should NOT be liable to pay for it. That is like saying let me get drunk and wreck my car and the insurance should pay for it. If people want to be stupid let them be stupid on their own dime!
Considering the costs of cancer, both to the individual, the nation, and the world as a whole, it isn't a bad idea. And it isn't banning all tanning; only in minors, those who might not have the firmest grasp on the long term affects of what they are doing to their bodies.
There is nothing stopping someone from going hog wild with the tanning once they are 18, besides common sense of course.
