Buying a PC notebook in Europe

My brother is here is Brazil but he is going to live in Germany with his gilrfriend...

The question is: what is a good site for him to order a notebook?
He does not want to buy in Germany because he wants the keyboard with english layout.

His gf will order with her credit card, so this will be the way he's going to pay.
Hope you can help me.

I believe that, to be able to define a website, you need to specify more closely what exactly he wants out of his computer.

He wants a PC for web development (that's what he is going to work with), so no need for huge video cards or ultra fast processors... that with a dvd burner, 512Mytes RAM and wide screen LCD (around 14") should do the work. An well rated brand is also welcome
