Hacking buying a new 3ds

I'm thinking of buying a new 3ds just to be able to use the exploits.
my question is, if I bought a brand new N3DS will it be on 9.0-9.2 FW?

If you're just going to buy online, you're very likely to get above 9.2. If you're going to hunt in stores on ebay then use the above.
