Hacking Brother Formatted Friend's CFW New3DS

I successfully downgraded my buddy's New3DS using this GUIDE and it was working just fine until his little brother started screwing with it and used TinyFormat and ended up formating his Luma3DS. Homebrew is still functional but he can no longer open the luma updater without getting a black screen and eventually a freeze and can no longer install cias with the health and safety injected FBI from the guide. FBI gave him these three errors:

Failed to install CIA File.
Result Code: 0xD8E0806A
Level: Permanent (27)
Summary: Invalid Argument (7)
Module: AM (32)
Desc: Cert signature or hash check failed (106)

Failed to install CIA File.
Result Code: 0xF9608022
Level: Fatal (31)
Summary: Internal (11)
Module: AM (32)
Desc: <unknown> (34)

Failed to install CIA File.
Result Code: 0xD9004586
Level: Permanent (27)
Summary: Wrong Argument (8)
Module: FS (17)
Desc: <unknown> (390)

He has 15 GB of space left on his SD Card. We have tried to repair database files, multiple CIAs and tried to restore sysNAND-A9LHAX.bin. If anyone can help us out that would be greatly appreciated :D

Well your friend might be in trouble. His modified Sysnand's Signature checks are back on, therefore, he can't install CIA's. Maybe a portion of his Luma3DS's files were formatted, try replacing his files with this. Just take the luma folder and replace his with it, then take the arm9loaderhax.bin and replace his with it.

No that didn't work he got this error in FBI:

but the homebrew loader installed just fine

Hmm. Are you using a .cia format of FBI? Or are you using the Health and Safety FBI?

Try going into homebrew after putting NASA on it and install the NASA .cia. I'll put the files here. Just put the NASA (Not NASA Contents) folder in the 3ds folder and take the NASA.cia and put it onto the root of your SD card. Then open up NASA through the homebrew launcher, use svchax because it seems to have the best boot rate. Then go to the NASA .cia and install it! Your friend should now have a working .cia installer! If it doesn't boot the first time, just keep trying.

Alright I'll tell him to do these but uh do you mind explaining what svchax is because I don't know what that is.

Did you take a backup of the luma-a9lh-Sysnand? If so, couldnt you just restore it? (I just got into the world of a9lh today :D
