As a Brit this doesn't surprise me at all. Our police force would rather deal with cyber thought crimes than 'traditional' crime these days.
...that said, just a few hours ago I did witness two of our boys in blue pulled over, blue lights flashing, wrangling a loan swan back onto the nature reserve and away from the road. I thank them for their service in the highly dangerous criminal activity they protect us from.

Technically that's just standard procedure for a bunch of crimes that could be committed without necessarily requiring the offender being on the soil of the country the crime takes place in. Think using off-shore tax haven to avoid paying proper dues to the IRS. In those cases the local place where the crime took place files an extradition request to the country the offender is supposedly residing in, and hopes that other country will comply. If they don't then it'll just be posted to national border posts and airports, haven, and similar places of legal entry will apprehend the person should they try and enter the country.

It's very silly phrasing and a silly thing to criminalize, but still something that basically every country does all the time for a bunch of types crimes, including the US who makes those requests toward the EU all the time (Julian Assange would be one of those wanted people, for example).
