Hacking Brawl Texture hacks through CFG Loader

I have SSBB DVD9 installed on my external HD and play it through cfg loader v48.

I tried using the brawl texture hacks and put the appropriate folders on the usb drive as:
X:\codes\RSBE01.gct
X:\private/wii/app/RSBE\pf..
I even put the cheat code file in the cheats folder in the cfg loader folder on the drive. When booting up it shows the code files found but nothing happens.

I usually get a parse error when I go to the cheats section of cfg loader or I get a "unknown syntax" when trying to see the cheats.
