Misc Bought a hacked 3ds but can't play online

I just made the jump and bought a used, old 3ds xl.

Its update is 11.7.0-39U It has a Nintendo ID already set up with a password and email. The past owner doesn't know either cause he also bought it used.

I can download 3ds and gameboy games fine with FBI and freeshop so I know the internet/wifi works fine.

I can't access online features because it says I've been restricted.

(update: Now it doesn't say that because it says I need to update to access these features.)

The tutorials seem really confusing because I'd be coming in from somewhere in the middle as my device is already hacked. I don't want to half-ass it and try something because I'm afraid I'll mess up to a point of no return.

So can someone please explain how I can:

1) get a new Nintendo ID

2) update safely and still be able to use freeshop and fbi

3) get unrestricted from playing online

4) prevent getting bricked, losing hack or losing my savefiles/games

-You just create a nnid from settings menu.
-If you already have fbi freeshop and have updated Luma 3ds cfw then you are safe to update there is no need to worry about almost anything.
-It seems like it's restricted in parental controls settings maybe... there is in the settings too, you put the parental control pin and you delete the parental controls
-Prevent getting bricked is possible only if you read all warnings and basically understand what you are doing more or less everything is up to you

It’s possible the console is banned.
Banned 3DS’s fly everywhere around the place right now and there is nothing you can do about it.
If possible, bring it back to the seller.
