Your theory is right on the money Bloodwolf. I reformatted my second 3DS, registered as Georgia, and got the Zelda panel just as your chart predicted! Can't wait to collect them all now!

Edit2: Theoretically, I should be able to figure out what panels correspond to what state by continually reformatting. I'll post here my results.

Ok, I just went from 2 to all 7 panels, now to help out:

Do not set: Metroid other M (checked twice in case random)
Virginia: Legend of Zelda
Pennsylvania: Legend of Zelda
New Jersey: Legend of Zelda
Tennessee: Metroid other M
Washington: New Super Mario Wii

Alaska: Mario and Bowser
South Carolina: New Super Mario Wii
North Carolina: Pikmin
London UK: sorry --only North and South American countries allowed on my US 3DS!

I will now take 5 requests for US states or other North or South American countries (one per person please).

I would love to do them all but that would take ages as I have to go through the setup process each time.

I completed all the puzzles... I'm from New Jersey, and I believe my initial one was LoZ, which would support the theory.
