Are you using the .3dsx or the .cia version of FBI?

You have to provide more info. Does the CIA, fbi itself, or the console blackscreen? What firmware are you on? What is the CIA? Where did you get it (if you got it from a piracy site just say you got it from a piracy site since it's illegal to say names or post links).

Might be a corrupted CIA file. Did you try other CIA files or just one?
